Client Background: After a series of significant domestic violence-related issues in the community and a review of domestic violence-related statistics, correctional agencies faced a pressing challenge in effectively addressing domestic violence cases. Seeking a solution that prioritised victim safety, an urgent demand was placed to implement an electronic monitoring program.

Challenge: The client aimed to enhance the safety of domestic violence victims by implementing an electronic monitoring program to monitor offenders. The challenge was to provide victims with an extra layer of protection while ensuring the efficient use of law enforcement resources.

Objectives:
